Six ordinances adopted by Streetsboro City Council

Members of the Streetsboro City Council unanimously adopted six ordinances during their meeting on Monday, Apr. 10.

Every ordinance was voted on and adopted under a “statement of emergency,” which helped accelerate the process.

“It is the most common way (to adopt ordinances),” said Clerk of Courts Caroline Kremer. “The emergency does not mean life-or-death, but that we want to pass it in one reading. Every ordinance is supposed to go through three readings in three different meetings, but if we suspend that rule by six-of-seven (members), it gets done quicker.”

Kremer said ordinance 2017-41, which allowed council to accept a donation of insurance for the city’s K-9 police dogs, is a perfect example of why adoption through emergency is used.

“There is no reason to drag that out,” said Kremer. “We would like to collect that.”

The other five ordinances mostly dealt with community and fire department improvement.

Three ordinances the council adopted were directly tied to contracts for different plans and programs. These included a plan to pave the city park walking path, the CHIP Program and the 2017 Road Program.

The road resurfacing program’s plans, specs, bidding and contract were proposed for adoption by Joe Ciuni, a city engineer. However, Council Vice President Bridget Pavlick said she felt council was behind in finalizing the plan and asking for quotes compared to previous years.

Mayor Glenn Broska was not worried, though, as he said the city will have more than enough time to make sure to road repairs are taken care of throughout the year.

“We are fixing all number one’s on our list,” said Mayor Broska, with “number one’s” signifying the most hazardous, most repair-needy roads in Streetsboro.

The final two ordinances were both introduced by Streetsboro Fire Chief Robert Reinholz. The first, 2017-42, authorized an agreement for an improved fire department regional radio system. The second, 2017-43, declared a city-owned house unneeded so that the fire department could use it for live fire training.

This is not the first time the fire department has done fire training before. In the past, Reinholz invited members of the council to join the firefighters in training. This offer was made once again, prompting at-large councilman Tim Claypoole to recollect his experience.

“It was one of the most fun experiences, but it was also one of the scariest,” said Claypoole. He also encouraged members of the council to take advantage of the opportunity.

While the ordinances were the main items on the agenda, the council focused on other issues as well. The Chapel at Tinkers Creek and the CRA Housing Council were two main discussion points that were addressed.

While discussing the possibility of paying the zoning fee for The Chapel at Tinkers Creek, Diane Koons, a board member at the church, approached the council and declared the board had decided to pay their own fee.

“I want to thank the council for considering our request,” said Koons. “We just want everything to go as smoothly and as simply as possible.”

Council adjourned the meeting after just over 20 minutes of discussion. The next Streetsboro City Council meeting will begin at 7:00 p.m. on Monday, Apr. 24.
